Japanese language requirements when applying for naturalization

The Nationality Law, which stipulates naturalization to Japan, does not have any provisions regarding Japanese language requirements as a condition for naturalization.
However, in reality, Japanese proficiency is required when naturalizing in Japan.
Being naturalized in Japan means living in Japan as a Japanese person from now on, so it is natural that a certain level of Japanese language ability is required in order to live in Japan.
As for the level of Japanese proficiency required, I think it would be good to have N3 of the Japanese Language Proficiency Test (the ability to understand Japanese used in everyday situations to some extent).
