Package tours not accompanied by a tour conductor are those in which a travel agency, etc. arranges round-trip air tickets for tour participants when they enter and leave the country and all accommodation facilities during their stay.
In addition, the "travel agency, etc." that makes the arrangements must be a company registered under the Travel Agency Act, and must be the person in charge of accepting tourists (foreigners).
Therefore, it is necessary to keep in mind that trips arranged by individuals or trips arranged by travel agencies that are not registered under the Travel Agency Act will not be permitted to enter Japan as before.
